What is Summit Cluster for Youth?
The Cluster is a group of 14 child/family serving agencies in Summit County. The Cluster was created by Executive Order of the Governor in 1984 and by state statue in 1987.

Why does the Cluster exist?
The Cluster exists to ensure the delivery of appropriate and adequate services to children/families with multiple needs when the resources of two or more local agencies represented on the Cluster are required to meet those needs.

The Cluster operates with three Councils:
Review Council
Administrative Council
Executive Council

Purpose
To provide youth serving agencies in Summit County with a capacity to jointly resolve problems associated with the delivery of service to youth who exhibit more than one emotional, physical, or developmental difficulty and thus require the services of more than one system. SCY is a standing committee of the Family and Children First Council of Summit County and cooperates with other local and state agencies on common purposes.

To determine and assure the proper provision of service to multi-need, multi-system youth. To achieve this end, SCY shall:
Facilitate communication and cooperation among agencies

Coordinate necessary and appropriate services for multi-need youth in accordance with an agreed upon treatment recommendations

Coordinate available resources to meet the service needs of multi-system youth

Make recommendations, when necessary, to agency decision makers regarding questions of primary responsibility for youth involved with more than one system

Identify and document unmet needs and gaps in the provision of services and/or the service system

Manage the fiscal administration of the shared pool
